I am surprised the commonly accepted 10 drivers of outsourcing weren't cited. Similarly, sourcing failures get attributed to a lot of different things which research has found to usually be the secondary effects of capability and maturity and why outsourcing fails most often.

Weak description of the Ukrainian IT Labor market, I would say. Things are oversimplified.
1) "they are ready to say you “no" - it is the part of mentality, I would say. It is quite a rear situation that the person will come with "no, it is impossible to accomplish in the way and within time-limits you require, but here is the plan." Telling "yes", like described, about the Asian mentalities is not good also in the case when it is just impossible.
2) "You are to wait" - is is about hiring people as Independent Contractors only, but consultants agree that it is still very hard in Ukraine to force people to follow this point of agreement.
3) I have to agree that the type of the project matters, but doesn't give you a warranty, that the most experienced, stable and "desirable" people will change their "silent harbor" to join your project.

But it is good to read some thoughts about the market and the differences it has in comparison with the other similar markets all over the world.

IT is a fast changing field, undergoing constant developments to live up to the standards of progress. Many organizations realize that IT an inherent concern of an effective business operation and thus sought to obtain a more economical means to get IT services accomplished for them. The need for IT assistance and the economic adversity of the recent years made way to the industry known as Information Technology outsourcing.
